Item 4. APPROVE MINUTES.
A. October 22, 2025. – Selectman Kealiher motion to accept. Selectman Bennett 2nd. All in favor.
B. October 30, 2025. – Selectman Kealiher motion to accept. Selectman Bennett 2nd. All in favor.
Item 5. WARRANT AND PAYROLL DISCUSSIONS AND SIGNING.
A. Payroll Warrant #42 – Selectman Emerson motion to accept. Selectman Bennett 2nd.
B. A/P Warrant #43 – Selectman Emerson motion to accept. Selectman Bennett 2nd.
Item 6. PUBLIC COMMENTS. – Chris Tilton following up on having speed limit sign moved on Winchester Ave. Town Manager said it had been looked and not necessary due to additional sign further down the street.
Item 7. OLD BUSINESS.
A. Hometown Hero Banners – Fire Department will install brackets, put banners up and take down seasonally as needed and stored at Fire Department. Ordering and purchasing will be conducted through the town office.
B. Recreation Department By- Laws - Accepted
Item 8. NEW BUSINESS.
A. ARPA Funds - Request to use funds ($4,133.68) that were previously approved and used for CDL certification for Brandon Bemis and then returned to be now utilized to offset unexpected expense for Fire Department Tanker Truck.
B. Morse’s Corner School House Insurance – Town has been notified that the liability insurance on the building will be cancelled at the end of the year due to unsafe building conditions. Need to determine long term solution, either demolish it or raise funds through grants or private fundraising not tax dollars. At this point town will ensure building is secured and properly signed. Tabling long term solution until first of the year.
C. Assessor Appointment – Request to get quotes for tax assessor contract. Just completed 5-year contract with current company. Selectman Emerson made motion. Selectman Bennett 2nd.
D. Real Estate Foreclosures – Deadline is 11/14/2025 at this time eight properties and have made contact with five, the remaining three questionable. The Warren Haven outstanding ($102.50) was approved to be waived this year. Selectman Emerson made motion to waive with Selectman Bennett 2nd. All in favor.
E. Gift receipt on behalf of Corinna Fire Department – Corinna Firefighters Association has purchased a 2016 Ford Police Interceptor SUV to donate to the Fire Department for use on EMS assistance calls. No patient transport. Funds within current budget will cover future expenses. Selectman Kealiher made motion to accept with Selectman Bennett 2nd. All in Favor.
Item 9. ADDITIONAL AGENDA ITEMS.
A. Rec Department Appointments: Kristine Eisenhower – Member 4-year term, Melissa Pike – Alternate 2-year term and Nick Martin – Alternate 3-year term.
Coaches approved and background complete. Selectman Emerson made motion to accept with Selectman Bennett 2nd. Four yes One abstained.
B. Liquor License for Mossy Oak Spirits for Valley of Trees Dec 3rd. Selectman Emerson made a motion with Selectman Bennett 2nd. All in favor.
C. Public Hearing for Junkyard permit for Gerry’s Used Cars. Set for December 10th at 6:00pm. Selectman Emerson motioned to accept Selectman Bennett 2nd. All in favor
D. Approve Grant acceptance of $354.00 for purchase of safety bollards to be installed by public works in front of heat pump at the town office. Selectman Emerson motioned to accept with Selectman Kealiher 2nd. All in Favor
E. Land Use Violation Peyton Spencer court date 11/13/2025 after much discussion it was determined that fines will not be waived and request attorney to seek judgment for full amount of fines as well as attorney fees to date. Selectman Emerson made a motion to accept with Selectman Kealiher 2nd. One Yes and Four No.
