March 26, 2025– 6 P.M.
Item 1. CALL MEETING TO ORDER - FLAG SALUTE. Called to order by Chairman Dennis Carr.
- Board Members Present: James Emerson, Chairman Dennis Carr, Tony Bennett, Kenneth Kealiher Jr. and Ralph McNaughton
- Employees Present: Emillie Lemire, Pam Parlee and Justin Gudroe
- Residents Present: N/A
Item 2: AGENDA ADJUSTMENTS: Justin Gudroe-Roads. To go under #8-Additional Agenda
Item 3. APPRVOVE MINUTES:
- March 12, 2025. Selectman Emerson made a motion and Selectmen Bennett 2nd to approve the minutes as written. All in favor
Item 4. WARRANT AND PAYROLL DISCUSSIONS AND SIGNING.
- Payroll Warrant #11: Selectman Emerson made a motion and Selectman Bennett 2nd to approve warrant # 11. All in favor.
- A/P Warrant #12: Selectman Emerson made a motion and Selectman Bennett 2nd to approve warrant # 12. All in favor.
Item 5. PUBLIC COMMENTS: N/A
Item 6. OLD BUSINESS.
- Old Playground Removal Plan: Trampus King decided the Town of Dexter did not want the playground equipment as it is bigger than he thought. Emillie stated that her husband was interested in it for a playground for their goats. He will take care of the dismantling of the equipment. Selectmen Emerson made a motion to give the playground equipment to Jesse Curtis, seconded by Selectmen Bennett. All in favor.
- Corinna Water District Receivership update: Emillie went to an informal informational gathering with the PUC about turning the CWD Receivership over to the Board of Selectmen. It was stated that this could not be done as it would be a conflict of interest. They asked to appoint Emillie as the CWD receivership, which she excepted as a temporary position. Much discussion ensued.
- Sunken Bridge Road: She explained Keith Whitaker what was going on with the bridge. Keith suggested the town wait to talk to a lawyer until the bridge is dug up. If the culverts are flush he feels the rods are doing their job, but if not flush than there is definitely a problem that needs correcting. He was supposed to get in touch with Ralph. (did not) Much discussion between the board and Justin, PW supervisor.
Item 7. NEW BUSINESS.
- Recreation Committee Member Appointments:
Selectman Emerson made a motion to appoint Nicole Choquette, Charles Scharf and Nick Butler as Rec Committee Members, seconded by Selectmen Bennett. All in favor
- Road Commissioner Appointment: Selectmen Emerson made a motion to appoint Justin Gudroe as road commissioner for as long as he is Public Works Supervisor, seconded by Selectmen Bennett. All in favor.
- Budget Committee: Selectmen Emerson made a motion to appoint Emillie Lemire, Pam Parlee, Corinna Caron, Angel Quick and Lee Kaufman as Budget Committee members, seconded by Selectmen Bennet. All in favor.
- Mid Maine Solid Waste Representative: Selectmen Emerson made a motion to appoint Kerbon Littlefield to the Mid Maine Solid Waste board, seconded by selectmen Kealiher. All in favor
- Town owned Property Review: Emillie handed out a map packet of all the town owned properties and which ones were Tax Acquired. Discussion about what properties could be sold out right and which ones had to go to realtors The landfill on Phinney Road, (Map -Lot 22), deeded to the town, could be sold out right with strict covenants, the other lot on Phinney Road (Map (-Lot 21A), would have to be sold by a realtor.
Item 8. ADDITIONAL AGENDA ITEMS. Justin Gudroe- Road Work:
Justin handed out a road list that shows what Public Works will be working on in
2025. If there is more money in the budget they will start on Phinney Road from Airport Road. Justin explained that the Line Road and Packard Road will be gone by next year. The town needs to seriously consider putting money into those roads. You can’t put gravel on mud roads and then tar over it and expect them to last. All of the hot top is gone or will be by next year.
Item 9. CORRESPONDENCE.
- Galen Cole Family Foundation letter. Emillie received a letter explaining there is money-grant available from this foundation as it is their 250-year anniversary. The letter stated the money was available on a first come first serve basis. Emillie applied and was granted 48 flags, poles and hardware at a little over half of what we paid last year for 20 flags which will be split with the American Legion.

- Ralph –Enquired as to the cleanup of the house on Dexter Road. He is under the impression that more tires are being brought onto the property not being removed.
The CEO was taking pictures this afternoon. We received a letter from the lawyer
Executing a notice to abate, 30-day cleanup, and a court date to be determined.
